You can set a minimum order requirement, not in terms of number of people, but in terms of price. Go to your personal account, then "My Account," and add the minimum order amount you want.
Once logged in, follow these steps:
At the top right of the home screen, select the "My Account" tab
Enter your price in the "Minimum billing amount" field
Click "Save" at the bottom of the page
